Corruption Trial Monitoring Programme
Period of implementation: February, 2011 - February, 2012
Goal of the Project
Corruption Trial Monitoring Programme is conducted through the courts of the Republic of Macedonia. Its realization is based on the observation of more than 150 corruption cases through the courts, based on which conclusions about the effectiveness of the competent authorities in the fight against corruption, and the respect for the human rights and freedom, guaranteed by the Constitution and laws are made. The overall objective of the project is:
- To strengthen the independency, efficiency and impartiality of the Macedonian judiciary in the fight against corruption and organized crime and to contribute towards proper implementation of the judicial reforms as defined in the strategic documents of the country for an EU integration
- To assess the judicial efficiency through monitoring the implementation of the legislative novelties adopted in the past years
- To assess the criminal justice response to fighting corruption and organised crime
- To estimate the level of respect for the fair trial standards
- To increase the knowledge of the professional public in the field of corruption and organised crime, in particular the novelties envisaged with the new Criminal Code Procedure
- To increase citizens trust in judiciary and the justice system.
Project activities
- To conduct a trial monitoring programme over 100 to 150 cases related to the criminal acts of corruption and organised crime;
- To prepare and publish an Analytical report (available in 500 copies in Macedonian, Albanian and English languages);
- To organise 5 workshops with the relevant judicial officials that work in the area of corruption and organised crime (judges, prosecutors, lawyers and Ministry of Internal Affairs officials);
- To organise a press conference.
Project results
- Contributing towards establishment of a strong, independent and efficient judiciary system in the fight against corruption and organized crime
- Assessed situation in the courts on the basis of 100 to 150 monitored cases of corruptive nature (corruption and organized crime)
- Published Analytical report in 500 copies, available in Macedonian, Albanian and English languages, where the criminal justice response to fighting corruption and organised crime and the level of implementation of the legislative novelties is evaluated;
- 120 to 130 judges, prosecutors, lawyers and Ministry of Internal Affairs officials acquainted with the Coalition's findings and trained to the novelties of the new Criminal Code Procedure;

Corruption Trial Monitoring Programme 2010
Period of implementation: June, 2010 - January, 2011
Goal of the Project
The Project's overall goal is to raise the awareness among legal professionals and the public on the judiciary's and criminal justice response to corruption and ultimately to contribute to a society free of corruption where all individuals enjoy equal treatment.
Project activities
- Trial monitoring of cases related to organized crime and corruption,
- Organization of a two days workshop in cooperation with the Academy for training of judges and public prosecutors,
- Interview with the presiding judges
- Preparation and publication of an analytical report
- Organization of a press conference for public dissemination of the implemented activities and their results

Assessment of the judicial reforms and efficiency in court proceedings
Period of implementation: January - December, 2010
Key objectives
The objective of the project is to strengthen the independency, efficiency and impartiality of the judiciary in the Republic of Macedonia and to contribute to proper implementation of the judicial reforms as defined in the strategic documents of the country for an EU integration.
The envisaged activities: trial monitoring, workshops and publication of an analytical report.
The target group is consisted of: Basic Courts, Court of Second Instance, Public’s Prosecution Office, Ministry of Justice, Academy for training judges and prosecutors, Ministry of Interior, Secretariat for EU Integration and the general public.

- Assessment of the situation in the judiciary with a comparative analysis to the one in 2006
- Increased knowledge of the professional public that will contribute to better and more successful processing of the cases in the judicial institutions

Improving the role of the judiciary in providing response to organized crime in the country
Period of implementation: March - December, 2009
Key objectives
This is a capacity building project for the Coalition “All for Fair Trials” and focusеs on implementation of our recommendations which are a result of the multi-year process of trial monitoring of cases related to organized crime in general, and more specifically trafficking in human beings and corruption.
The need for Coalition’s engagement in such an activity comes from recommendations from the 2008 Evaluation Report on the Trial Monitoring Programme of the Coalition. The Report underlines the need for the Coalition to become more active in contributing to the ongoing judicial reform process in the country and put an extra focus on the recommendations from its reports.
Project overall goal is to contribute to strengthening the role of the judiciary in order to appropriately address legislative and institutional needs in fighting organized crime.

- Meetings with concerned parties: Ministry of Justice, Macedonian judges association, the Training Academy for Judges and Prosecutors, Basic Courts, Public Prosecutors’ Office
- Signing of a Memorandum for cooperation with Academy for Judges and Prosecutors and a Memorandum for cooperation with the Ombudsman
- Organization of eight roundtable workshops with judges and prosecutors
- Presentations at Law Faculties in the country
- Organization of 2 press conferences

Establishing Corruption Trial Monitoring Programme
Period of implementation: January, 2008 - December, 2008
Key objectives
Establishing Corruption Trial Monitoring Programme project comes as a result of the successful implementation of the preparatory, needs assessment phase, conducted throughout May-December 2007. In 2008, the project envisages establishment of a corruption trial monitoring programme within the coalition “All for Fair Trials” that will monitor the corruption related cases in the basic courts in Republic of Macedonia, supplemented by a publication of an analytical report of the received data, as well as organization of a round table and a press conference to raise the awareness among the professionals and the citizens of the country.
Through establishing a Corruption Trial Monitoring Programme for criminal cases related to corruption, the Coalition “All for Fair Trials” will measure whether the existing laws are being properly implemented and how efficient the legal procedure in the judiciary is. The Programme will be a witness of the changes and the improvements of the judicial system of Macedonia that strives to comply with those of the EU countries, and through its analytical report and given recommendations there, will be a constructive partner and free of charge consultant to the Government of the Republic of Macedonia contributing to the country’s rapprochement towards EU.

Needs Assessment - Development of Corruption Trial Monitoring Programme
Period of implementation: May - December, 2007
Key objectives
- To establish the definition of corruption that would be used for purposes of judicial supervision
- To identify criminal activities that fall under the category of corruption
- To gather empirical materials that will serve as a fertile base for further monitoring of criminal cases related to corruption
- To raise public awareness to the level of state commitment to the prosecution of criminal cases related to corruption
