Evaluation

 

In order to improve the cooperation with the NGO members, as well as to get a complete picture of their functioning, i.e. the activities which they conduct, in accordance with the project for strengthening the capacity of the Coalition, an evaluation of their project activities so far has been made. In the first phase of that evaluation process, a questionnaire about the basic data on the NGO members is prepared, about their past, current and future activities, as well as about the possible ways for future mutual cooperation. Being familiar with the activities, which are conducted by the NGO members as independent organizations, prevents overlapping of the activities of the Coalition. In that way, on the one hand, repetitions of the project activities can be avoided, and on the other hand, a coordinated and overall approach to the identified problems can be defined.

As a result of the evaluation process which was carried out during April and May, 2005, a report has been prepared which also includes recommendations for improvement of the cooperation between the NGO members of the Coalition.

Based on the discussions held in the meetings, specifically about the relation with the Coalition and the rest of the NGO members, in principle, we can draw the following conclusions:

The coalition ‘'All for fair trials'' is comprised of 22 NGOs which are heterogeneous according to their level of activity, the target groups and the project activities that they carry out.

According to the level of activity, approximately half of the NGO members act on a local level depending on the region they belong to, while the others act on a level of the whole territory of the Republic of Macedonia .

Hence, a conclusion can be drawn that the Coalition covers almost the whole territory of the Republic of Macedonia , although the concentration of the NGOs is especially present in the following cities: Skopje , Stip, Bitola , Gostivar and Kumanovo.

The material and the human resources, which the NGOs have at their disposal, also differ, first of all, depending on their scope of work. And in spite of the different financial power, most of the NGOs provide maintenance (with the exception of some NGOs, which at the moment do not have a current project).

With respect to the target groups, most of them have opted for a general target group, with the exception of Megjashi, an Association for protection of children's rights and Youth Educational Forum, which encompass children, i.e. youth and students. On the other hand, the NGOs: ARKA, ADI , ROZPR, PHURT, emphasize the Romany population as a priority target group.

Also, the domains of acting are different, but the sectors: civic society and human rights are mutual programme options, with that difference that certain NGOs (MOF, Helsinki ) are directly included with appropriate projects.

Regarding the projects which they carry out, in principle, it is realized that the monitoring of the judicial procedures (except in Helsinki and in specific cases of NGOs SPEKTAR and ADI ) is not a special priority of the NGO members. The non-governmental organizations, which were local offices, still have the interest and the capacity for continuation of that activity.

However, what is important to all of the NGOs in the accomplishing of the objectives of the Coalition is their declarative statement for active participation and readiness for cooperation.

To the question, in which way they would participate in the realization of the objectives of the Coalition, the answers are almost the same ‘'in realization of projects, which correspond to the mission and the objectives of the relevant organization'', as well as via exchange of experiences, information and knowledge.

Hence, its continuous existence and functioning will remain a basic advocacy of the NGO members.
